Child Ratios

Thank you for contacting me about childminders and the relaxation of child ratios.

I am aware that there have been reports about proposals to relax staff-to-child ratios in nurseries across the country. I appreciate that this has generated some concern within the childcare workforce on the Island, specifically about the impact this may have on their hours and pay. Current regulations within the Early Years Foundation Stage stipulate that, at any one time, childminders may care for a maximum of six children under the age of eight. Of these six children, a maximum of three may be young children, and there should only be one child under the age of one.

The Minister for Children and Families has said that the Department for Education will be consulting on mirroring the Scottish model before the summer, which means a maximum ratio of 1 to 5 instead of 1 to 4 for two-year-olds. I  understand that this proposal is about giving providers greater flexibility, whilst also ensuring that parents are supported with the cost and availability of childcare.

I, and ministers, are aware that health, safety, and quality for children and childminders are of paramount importance.

I will continue to monitor this issue closely.

Thank you again for taking the time to contact me.
